Step-by-Step Instructions
  1. Cook the Tortellini: Bring a large pot of salted water to a boil. Add frozen cheese tortellini and cook according to package instructions, usually about 3-5 minutes. Drain and set aside.
  2. Prepare the Soup Base: In a large stock pot, combine tomato soup, chicken broth, milk, and half and half over medium heat. Stir well and bring to a gentle simmer for 5-7 minutes.
  3. Add Flavor Components: Stir in sun-dried tomatoes, onion powder, garlic powder, dried basil, and salt. Heat for another 5 minutes without boiling.
  4. Incorporate Tortellini: Reduce heat to low and fold in cooked tortellini, stirring carefully for 3-4 minutes until warmed.
  5. Add Parmesan Cheese: Mix in shredded Parmesan until melted, stirring continuously for about 2-3 minutes.
